India's Telecom Regulatory Authority released a draft AI governance framework on October 30 covering the country's four major operators — Jio, Airtel, Vodafone Idea, and BSNL — with industry comments due November 27. It is India's first structured regulatory attempt to govern how AI is deployed across telecom networks serving more than a billion subscribers.

India is the second-largest telecom market in the world by subscriber count. Getting governance right here shapes how AI-driven telecom operates across South and Southeast Asia.

What the Framework Covers

TRAI's draft framework addresses AI deployment across five functional areas:

  • 5G network management — how AI can automate network slicing, capacity allocation, and quality-of-service management
  • Customer service automation — AI chatbots, voice agents, and automated resolution systems that handle subscriber queries
  • Fraud prevention — AI systems that detect SIM swap fraud, identity theft, and financial scams targeting telecom subscribers
  • Predictive maintenance — AI that forecasts network equipment failures before they cause outages
  • Network optimization — AI managing traffic routing, spectrum efficiency, and energy consumption across base station infrastructure

The draft arrives as Nokia — a major vendor to all four covered operators — reported its AI and cloud sales surged 123% in Q3 2026. AI infrastructure is no longer a future consideration for Indian telcos; it is already being deployed at scale.

The Operator Landscape

The four operators covered by TRAI's framework have radically different AI readiness levels:

Reliance Jio has made AI infrastructure investment a core part of its network strategy for years. Jio's scale — over 400 million subscribers — gives it the data volume to train and run AI systems that smaller operators can't match.

Bharti Airtel has pursued a comparable AI infrastructure strategy and is India's second-largest operator. Both Jio and Airtel are likely to engage actively with TRAI's comment process and push for frameworks that reflect their existing investments.

Vodafone Idea is fighting financial distress and has far less capacity for new compliance infrastructure. The framework could land as a burden at a moment when the operator can least absorb it.

BSNL, India's state-owned operator, is substantially behind its private competitors on both AI and overall network modernization. How TRAI handles the compliance gap between BSNL and its private competitors will be a critical design decision.

Why This Matters Beyond India

India's regulatory approach to AI in telecom will be closely watched in Southeast Asian markets — Indonesia, Vietnam, the Philippines, Bangladesh — where similar regulatory questions are forming but no jurisdiction has yet moved to draft rules. TRAI's framework will be a reference document whether or not those markets explicitly cite it.

The November 27 comment deadline means the framework will be shaped significantly by industry input from Jio and Airtel, both of which have sophisticated regulatory engagement operations and direct commercial stakes in how the rules are written.

What to Watch

  • Whether industry comments push back on algorithmic transparency requirements — typically the most operationally demanding part of any AI governance framework for network operators
  • How TRAI handles the maturity gap between Jio and BSNL, and whether different compliance timelines are built into the final rules
  • If the comment process leads to meaningful revision before the framework is finalized, or whether TRAI moves quickly to implementation with minimal changes
