OpenAI, Anthropic, and Google announced a coordinated intelligence-sharing agreement through the Frontier Model Forum on April 6–7, targeting a specific threat: adversarial distillation, a technique that allows AI developers to replicate the capabilities of a proprietary model by querying it at scale and training a new model on its outputs.
Three companies that compete for the same customers, the same talent, and the same benchmark rankings are now formally sharing security intelligence. That is not a normal arrangement. It signals that the threat they are collectively responding to has risen to the level where competitive concerns are secondary.
What Adversarial Distillation Is
Distillation is a standard machine learning technique: you use a large, capable model (the "teacher") to generate training data for a smaller, cheaper model (the "student"). The student learns to mimic the teacher's outputs without access to the teacher's weights or training data.
Adversarial distillation applies this technique without the teacher's consent. A company queries a frontier model's API — paying standard commercial rates — and uses those outputs at massive scale to train a competing model. The result is a model that approximates the frontier model's capabilities while costing a fraction of the compute to develop from scratch.
Chinese AI companies, according to the labs involved, have been doing this systematically. DeepSeek's rapid capability gains in late 2024 and early 2025 raised these concerns publicly. The Frontier Model Forum agreement is the formal response.

What the Agreement Does
The three labs are sharing:
Detection signatures — patterns in API query behavior that indicate distillation-scale usage rather than legitimate application development
Blocking strategies — techniques for rate-limiting, query monitoring, and API access revocation without disrupting legitimate users
Attribution intelligence — information about specific accounts, IP ranges, and organizational patterns associated with adversarial distillation operations
What the agreement does not do: it does not coordinate pricing, restrict API access for legitimate international customers, or share model weights or training data with each other. The scope is explicitly limited to security intelligence relevant to the distillation threat.
Why This Is Significant
It is the first formal competitive-collaboration pact among the major US labs. The Frontier Model Forum has existed since 2023 as an industry group, but its outputs have been largely voluntary and non-binding. An operational intelligence-sharing agreement on a specific threat is a different category of coordination.
It frames AI capability protection as a national security issue. The framing in the announcement is explicit: the labs are concerned that Chinese AI companies are using commercial API access to close the capability gap with US frontier labs, with implications for the AI competition that has become central to US-China technology rivalry. This framing makes the agreement politically durable — it is harder to regulate as anti-competitive behavior when it is cast as national security cooperation.
It will produce false positives. Legitimate high-volume API users — companies building applications, researchers running evaluations, enterprises doing large-scale document processing — may find themselves flagged by distillation detection systems. How the labs handle appeals, transparency, and false positive remediation will determine whether this agreement affects the broader developer ecosystem.
What to Watch
Whether the agreement has any practical effect on capability transfer. If Chinese labs continue to show rapid capability gains on frontier tasks, the intelligence-sharing pact has either not worked or the distillation hypothesis was overstated. If capability gains slow, that is circumstantial evidence that the blocking strategies are having an effect — though attribution is difficult.
The bigger question is whether this becomes the template for AI security cooperation more broadly, including eventual government involvement. The labs are doing this voluntarily; congressional interest in formalizing the arrangement under some kind of AI security statute is likely.
